3. Dependent on the duration of the Arms Embargo
Agreement is the so-called Naval Equipment Agreement of 1922
by which the British, American, French, Japanese and Italian
Governments agreed not to undertake or countenance the
undertaking by their nationals either directly or indirectly
of the construction of naval vessels, arsenals or dockyards
to the account of the Chinese authorities, or the giving
of naval assistance to them until the restoration of a
unified government and normal political conditions in China
renders a continuation of the Arms Embargo policy no longer
desirable. Sir M. Lampson would be instructed to inform
the representatives of the parties to this Naval Equipment
Agreement that, as a logical corollary to the withdrawal
from the Arms Embargo Agreement, His Majesty's Government
propose to withdraw from this naval agreement also.
Naval Equipment Agreement is embodied in the correspondence
ending with Foreign Office letter No. F 2490/110/10 of
August 14th, 1922.

4. Sir Austen Chamberlain would be glad to learn at an
early date whether Mr. Amery concurs in these proposals.

Similar letters are being addressed to the
Admiralty, War Office, Air Ministry, Dominions Office and
India Office and copies of this letter are being sent to
the Board of Trade and Department of Overseas Trade.
